The state of Illinois is set to receive $7.5 billion as part of the COVID-19 stimulus package passed by Congress this month. That's on top of $5.5 billion that will be distributed to municipalities across Illinois, including Chicago. How can this money be spent in a state that's long faced numerous fiscal challenges?
